Oppose Costco's 24-Pump Gas Station in Waipahu
Costco is seeking a city permit to build a 24-pump gas station on Farrington Highway, next to the West Loch station. This plan will create additional traffic congestion, threaten pedestrian safety, and displace area businesses.
Why This Matters

More congestion on Farrington Hwy

More dangerous for walkers and bikers

Conflicts with the area's transit plan

Displaces long-standing local businesses
Petition Statement
We, the undersigned residents of Honolulu, respectfully request that the City and County of Honolulu deny Costco's application for a permit to build a 24-pump gas station adjacent to the West Loch Skyline station. The gas station is inconsistent with the guidelines expressed in the Land Use Ordinance for Transit-Oriented Development (TOD) special districts.
- It will draw more cars to an already congested roadway.
- The additional traffic will be unsafe for pedestrians.
- It ignores the Waipahu Neighborhood TOD Plan, which envisions pedestrian-oriented streets with active ground-floor activity.
- It conflicts with the objectives of Transit-Oriented Development outlined in Honolulu's Land Use Ordinance (LUO): to promote transit ridership, encourage multi-modal transportation, and enhance connectivity and convenient access.
- It will displace area businesses, including Zippy's Restaurant, which has been a gathering place for Waipahu residents for 55 years and employs 50 people.
